An important explanation for the low youth employment rate is that few young people combine education and employment. Across the OECD, in contrast, the incidence of temporary employment among year-old employees stayed almost constant over the same period, around 24.5% (Figure 1.7, Panel A). This average hides that in some countries including Ireland, Italy and Portugal, the incidence drastically increased while in Japan and Korea, it decreased significantly. In 2017, about one in two employed upper secondary school graduates and one in five tertiary graduates were employees with a temporary contract or daily workers (Figure 1.7, Panel B).
