Insurgency in the North-East India
On September 11, UN High Commissioner for Human Rights Zeid Ra’ad al-Hussein highlighted the killing of Lankesh as a journalist who addressed the corrosive effect of sectarianism and hatred. On September 13, Akhil Gogoi, an RTI activist and president of the anticorruption organization Krishak Mukti Sangram Samiti, was arrested in Assam on charges of sedition a day after he gave a speech criticizing various policies of the ruling Bharatiya Janata Party . Individuals, or NGOs on behalf of individuals or groups, may file public-interest litigation petitions in any high court or directly to the Supreme Court to seek judicial redress of public injury.
China, too, is believed to have provided some assistance to groups such as the N.S.C.N. in the 1980s. The militant leaders have on record confessed to have traveled to China and secured help for their movements. A movement that started demanding the deportation of the illegal migrants also witnessed the birth of the militant outfit the United Liberation Front of Assam (U.L.F.A.) in 1979. Following U.L.F.A.’s example, a number of militant groups, each claiming to represent the aspirations of different tribal communities in the state, formed.
The government sponsored a toll-free 24-hour helpline for children in distress working with 640 partners in 402 locations. According to theNational Survey of Out of School Children 2014report, 28 percent of children with disabilities ages six to 13 did not attend school. In January 2016 the Bihar government approved a 35-percent quota for women in state government jobs at all levels. So-called honor killings remained a problem, especially in Punjab, Uttar Pradesh, and Haryana. These states also had low female birth ratios due to gender-selective abortions.
Defendants enjoy the presumption of innocence, except as described under UAPA conditions, and may choose their counsel. The state provides free legal counsel to defendants who cannot afford it, but circumstances often limited access to competent counsel, and an overburdened justice system resulted in lengthy delays in court cases, with disposition sometimes taking more than a decade. There were developments related to the 2010 killing of Amit Jethwa, an RTI activist. In June the Gujarat High Court ordered a retrial after concluding that Dinu Solanki, a member of parliament at the time he was accused of ordering Jethwa’s killing, had tampered with witnesses after 105 out of 195 witnesses turned hostile during the trial.
On January 17, 2018, State Director General of Police Swaraj Bir Singh stated that only 21 militancy-related incidents were reported in 2017, while there were 310 such incidents in 2013, 341 in 2014, 310 in 2015, and 118 in 2016. The State recorded eight fatalities, including six militants and two civilians, in 2017; as against 26 fatalities, including 10 civilians and 16 militants in 2016, according to partial data compiled by the South Asia Terrorism Portal . Year 2015 had recorded a total of 61 fatalities, including 34 militants, 19 civilians, and eight SF personnel; while there were 76 such fatalities in 2014. Thus, the declining trend of overall fatalities established in 2015 continued through 2017.
There were reports that school officials barred Dalit children from morning prayers, asked Dalit children to sit in the back of the class, or forced them to clean school toilets while denying them access to the same facilities. There were also reports that teachers refused to correct the homework of Dalit children, refused to provide midday meals to Dalit children, and asked Dalit children to sit separately from children of upper-caste families. The law provides equal rights for persons with a variety of disabilities, and the Rights of Persons with Disabilities Act 2016 increased the number of recognized disabilities, including Parkinson’s disease and acid attacks.

The Ministry of Labor and Employment reported the federally funded, state-run Centrally Sponsored Scheme allowed the release of 2,607 bonded laborers during the period April 2016 through March. Later on, NEFA was named Arunachal Pradesh and granted the status of a separate state in 1987. It’s the private sector that can create jobs but there are several disabling factors that prevent good companies from setting up shop here. Then there’s extortion by several actors which most branded companies would rather not tackle. Unless this mindset changes and the young themselves stand up to enable businesses to come up, unemployment will only grow and that is one factor that frustrates youth and pushes them to take extreme steps. There are the social factors such as family upbringing and social support systems that are missing. Historically, Meghalaya was excluded from the Mughal, Ahom and Burmese invasions on account of its inaccessibility. The British annexed it in 1835 and decided to set up their headquarters at Shillong, the capital of Meghalaya, for control of the north-east , on account of its salubrious climate and relatively easier access.

These regions have been ignored, neglected, and face discrimination by the rest of India. A lack of development on economic, and infrastructural development and low representation in politics has led to the rise of insurgent groups. This has caused distress to the national authorities as well as the citizens of Northeast India. It is important to address these issues in order to establish unity and create an equal nation. However, the ruling elite sometime also seem to allow the insurgent movements to perpetuate in order to make themselves indispensable in state politics as well as to ensure their political security. Besides these two purposes, the act of engineering insurgent movements among the different ethnic groups also fits into the NSCN (I-M) strategy to turn its own war with the Indian State into a war of the nationalities of the region.
If country goes by the JNU thought process, each ethnic/tribal group should have total autonomy/state/country and with this process perhaps we will end up having more states in the Northeast than the 565 princely states country had at the time of independence.
