Explain in detail the state of insurgency a North Eastern India
People from around the country took to social media to register their shock at the viral visuals coming out of Shillong on that day – youths dressed in black and masked, one brandishing an INSAS rifle from the front seat of a police vehicle, right in the heart of the city. Finally, in order to retrieve control over the rapidly deteriorating situation, a curfew was imposed upon Shillong and other surrounding Khasi-Jaintia districts with internet services suspended. The TUR stated that this move by the government to suspend internet services and free movement would economically injure daily-wage earners and students, already suffering due to the pandemic.
They suspect that HNLC Commander-in-Chief Marwein and his close lieutenants Bah Hep Metal and Bullet are all well-entrenched within Bangladesh, hiding in the Khasi villages of the Sylhet and Sunamganj districts. For locals, it is common knowledge that a large amount of HNLC or ANVC or GNLA financing for survival, recruitment, training and arms comes from Bangladesh, and the porosity of the border makes it easier than it should be to cement international terror linkages. Another factor complicating the stability of the state is the illegal coal mining that has continued under the Sangma government largely unabated. Practised through long, narrow tunnels by locals and termed ‘rat-hole mining’, it has also led to coking factories mushrooming in the East Jaintia Hills and the West Khasi Hills.
Arrested Sangma was a DSP in Meghalaya police and created the insurgency group GNLA in 2009. Meghalaya police arrested Changma in 2011 when he was pushed back to Indian territory by the Bangladesh security forces. Out on bail after a brief stint in jail, the insurgency leader Changma is involved in the FICN racket. Major militant outfits, namely, Garo National Liberation Army and Hynniewtrep National Liberation Council , a Khasi Militant group are active in the State of Meghalaya.
However AMLA passed into obscurity, while Achik National Volunteers Council took its place. The Garo – Khasi drift persisted as HNLC had set up the goal of turning Meghalaya into an exclusively Khasi region, ANVC on the other hand sought out the creation of an independent state in the Garo Hills. A small group of Jaintia region who is being claimed a separate state in the name of historical kingdom of "Jaintia Rajya".
One provision gives the government authority to issue orders to block online content “in the interest of sovereignty and integrity of India, defense of India, security of the State, and friendly relations with foreign states or public order” without court approval. The central and state governments and armed forces investigated complaints and punished some violations committed by government forces. While NHRC guidelines call for state governments to report all cases of deaths from police actions to the NHRC within 48 hours, state governments did not consistently adhere to those guidelines. The NHRC also called for state governments to provide monetary compensation to families of victims, but the state governments did not consistently adhere to this practice. Authorities did not require the armed forces to report custodial deaths to the NHRC. According to human rights NGOs, some police used torture, mistreatment, and arbitrary detention to obtain forced or false confessions.
There were reports that school officials barred Dalit children from morning prayers, asked Dalit children to sit in the back of the class, or forced them to clean school toilets while denying them access to the same facilities. There were also reports that teachers refused to correct the homework of Dalit children, refused to provide midday meals to Dalit children, and asked Dalit children to sit separately from children of upper-caste families. The law provides equal rights for persons with a variety of disabilities, and the Rights of Persons with Disabilities Act 2016 increased the number of recognized disabilities, including Parkinson’s disease and acid attacks.
On May 31, 425 workers of Aisin Automotive company in Rohtak, Haryana, were arrested while protesting the dismissal of coworkers who had sought to form a trade union. The arrested workers were charged with assault and obstructing the functioning of government officials and released on bail. Labor groups reported that some employers continued to refuse to recognize established unions and some, instead, established “workers’ committees” and employer-controlled unions to prevent independent unions from organizing. Additionally, employee-only restrictions on entry to the EPZs limited union organizers’ access. On August 22, nearly one million employees of state owned banks went on strike to protest the federal government’s plans to merge various banks.
While the government generally respected that right, the government’s increased regulation of NGO activities that receive foreign funding has caused concern. In certain cases, for example, the government required “prior approval” for some NGOs to receive foreign funds, and in other instances canceled or declined to renew FCRA registrations. According to media reports, the government took action to suspend foreign banking licenses or freeze accounts of NGOs that allegedly received foreign funding without the proper clearances or illegally combined foreign and domestic funding streams.
It’s the private sector that can create jobs but there are several disabling factors that prevent good companies from setting up shop here. Then there’s extortion by several actors which most branded companies would rather not tackle. Unless this mindset changes and the young themselves stand up to enable businesses to come up, unemployment will only grow and that is one factor that frustrates youth and pushes them to take extreme steps. There are the social factors such as family upbringing and social support systems that are missing. Historically, Meghalaya was excluded from the Mughal, Ahom and Burmese invasions on account of its inaccessibility. The British annexed it in 1835 and decided to set up their headquarters at Shillong, the capital of Meghalaya, for control of the north-east , on account of its salubrious climate and relatively easier access.
In 2016, a record number of "extremists" surrendered, and by 2019, only one civilian was killed in such attacks and very few incidents of extortion and kidnapping were recorded. For example, in August 2000, they infamously bombarded Central Reserve Police Force camps with lethal gunfire, forcing the state to impose an immediate curfew. A year later, another five civilians were killed by suspected HNLC cadres in Dhankheti. In some of its more popular social campaigns, cadres were known to pierce padlocks into the ear lobes of rapists. For survival and financing, HNLC ran a few businesses and created hideouts in Bangladesh with the help of corrupt border officials within the Bangladesh Army.
Recently, the Chief Ministers of Assam and Meghalaya signed an agreement to resolve 50 years old border dispute and the Ministry of Home Affairs lifted AFPSA from certain areas of Assam, Manipur and Nagaland reduced the disturbed areas. Normalcy in the region will motivate insurgents to surrender, and gradually keep lifting the much disliked AFPSA from the region and play decisive role in country’s ‘Look East Policy’. The human right activists must keep in mind the repeated killing and injuring of the security forces personnel by the terrorists- for illustration only, the killing of 76 CRPF constables killed in Dantewada in Apr 2010 or the 40 CRPF constables in Pulwama in Feb 2019. There have been numerous such cases of brutally killings of the soldiers in J&K, naxal infested areas and the NE states by the insurgents.
It is widely acknowledged that the base of the HNLC, as well as other militant units, has been in Bangladesh since the 1990s, despite the avowed objective of these individuals to rid the state of outsiders . The HNLC continues to run some businesses in Bangladesh and have also created hideouts assisted by corrupt border security officials in the Bangladesh army. According to Meghalaya police officers, these business activities are being carried out despite Bangladesh’s denial of the same.
The court also imposed a fine of 50,000 rupees ($800) on the municipal administration secretary of the Tamil Nadu government for failing to provide compensation to the family of the victim. A probe into the case by the additional director general of police confirmed in July that Nambu was subjected to “ill treatment” during his illegal detention and died as a result of this treatment. At the time of independence, Hindus were about one-third of Kashmir’s population. The safety net provided by Article 370 has given a huge boost to Islamic terrorism targeting the minority Hindus of Kashmir. And the collaborative and effeminate Indian State contributed in no small measure to purging Kashmir of Hindus in an unusually short span of four decades, that is, by the 1990s. As Kashmir is now 100% Muslim, it matters little whether Article 370 exists, is amended, or is deleted, for, it is impossible for non-Muslims to settle there.
Besides adversely affecting our national security, this nexus with Myanmar insurgent group’s acts as serious irritant towards India's ‘Act East Policy’. The Naga insurgency brewing since independence is the ‘Mother of all insurgencies’ in India, though successfully curbed has ‘domino effect’ on other states of the volatile strategic region that has tremendous potential for economic, industrial, tea, tourism and cottage industry’s growth. Prime Minister Narendra Modi is visiting the northeastern state of Tripura, which is going to polls next year, for a one-day tour this Sunday. He is scheduled to launch various schemes in the poll-bound state and address a public gathering at the Swami Vivekananda ground in Agartala.
